Buildings shape learning. Faulty ventilation, extreme temperatures, and poor lighting can increase absences and make concentration difficult. Insulation, efficient controls, and modern air systems may also lower utility bills for decades. However, capital is limited. A prestige project with optimistic savings estimates can consume money that might otherwise hire counselors, replace unsafe equipment, or retain teachers.
